It says :

The remaining necessary funding is almost in hand, and the project is waiting for due legal process before all lenders can sign up simultaneously – KEFI reckons by the coming July – and, importantly, with no further funding required from shareholders"
This was 10 years ago. So investors are generally tired - they have heard it all before. Trust in leadership has gone. Let's hope that now funding is finally secured that there are no other significant, management-induced delays.
