Having sat on a planning committee for 4 years, every proposed development is judged against the local town plan and the relevant PPG issued by central government.
Local representation is taken into account but if you allow or deny based on this alone there could and would be an appeal at a higher level where your decision could be called into question.
The DMG system wouldn't allow people to just throw their rubbish into it on the way into the supermarket. The feedstock will have to be controlled. BUT this will be the future, landfilll have to stop. Its an issue for a crowded country like ours due space, but if you look at say Russia, they have a huge amount of land but the areas around Moscow and other large cities used for landfill are becoming toxic dead zones. The people there are starting to realise this but the central rubbish chute from your front door hasn't fostered a recycling mentality. Anyway, off topic.
