Goose, it is very likely that those discussions are ongoing with the OGA and other parties again and more than likely FEED studies have been run, but until Hurricane establish how much gas will be produced, then it is hard to go firm on anything yet.
Hurricane also approached BP and Shell a couple of years ago about tying into the WOSP. This was before Quad204 started up, so there was no agreement at the time, but at the time there was thought to be spare capacity, certainly for the EPS but not for any FFD, BP and She'll could or would not commit.
Now though, the Glen Lyon is up and running, the Clair Ridge probably has another year or so before FOil and the Deep Sea Aberdeen is planing on drilling another 17 wells WOS over the next few years, all of which will need to be tied into a pipeline - perhaps the majors involved WOS also will need another option or backup to offload their gas - why not stick another 20" pipeline next to the current one - come on Miss Frances Morris-Jones start knocking some heads together and earn your dosh. :-)
