I think it is a clever game of bluff and counter bluff between the legal professionals. If T took the oil against Z`s will I think it is fair to say they have assumed some rights of the owner, I doubt they were just holding it and would give it back to Z on request. It is only the threat of Tribunal ruling that is the cause of why they say Z can have it now. Cancel the Tribunal then what is to stop them coming up with some other manufactured reason for Z not to get the oil. Put a delay in there Z can get the oil and sell it or be blocked and if blocked that could be reported back to the tribunal. T don`t genuinely want to give Z the oil so didn`t want to allow a delay so Z could get it. IMHO

TLB I think you were right to question, this may be a correct amount for owner key emissions but they didn`t say it was owner key emissions they said from operations iwithn the Bittensor Network. I`d expect the validator emissions to be included in that too.
