BPC CEO Simon Potter quote:
"The Perseverance #1 well is located in water approximately 520 meters deep and is planned to be drilled to a target depth of 4,822 meters, but with the capability to be able to reach 5,600 meters, affording the ability to evaluate multiple reservoir horizons throughout the entire stratigraphic column below the Tertiary cover. The well has been designed specifically as an exploration well, with the sole objective of establishing the presence of hydrocarbons through a range of tests that will be conducted as the well is drilled. Perseverance #1 has not been designed to ever operate as a production well, such that at the conclusion of the drilling program the well will be permanently sealed and then abandoned"

Below are a few of his own thoughts on our Perseverance-1 well drilling operation...
RE: Tight-hole conditions refers to no news leaks 17 Nov 2020
I had a look at the outline well plan in the EIA. They plan to TD the well in 12.1/4" but have 9.5/8" casing and a 7" liner as contingency - hopefully they don't need to drill 6" hole. The plan in the EIA has conductor set at 600m, 20" set at 1000m, 13-3/8" set at 2240m and then drilling 12-1/4" to TD at 4822m (assuming they don't need the contingency casing and liner) There was previously a well plan shown in a Simon Potter presentation which didn't have any 20" casing in it - the one in the EIA seems more realistic.
Page 11 of one of the corporate presentations shows the various targets, the top one being the Albian and looks to be at +/- 1750m. The rest of the targets look to be from +/- 2500m and below. That means they must be drilling the 16-1/2" hole through the top Albian target and setting the 13-3/8" casing between the 1st and 2nd target. Thereafter looks like they plan to drill 12-1/4" through the rest of the targets - if they can.

Full well tests are not vital, I worked for one major oil company that did not do them and on one of my recent projects the small independent oil company went from Exploration, through appraisal and is now planning to start development drilling without any
well test - several mini DSTs though.
BPC will most likely have the Schlumberger tools available to perform a mini DST on wireline which gives a lot of the same information. A mini DST also does a pressure drawdown followed by a pressure build-up. Very few companies now do a DST on an exploration well due to the costs associated with having the equipment available and then not doing the test if the well is a duster. Having the tools available for a mini DST won't cost much more than having the normal wireline tool package available and a mini DST can be done in a couple of days as opposed to potentially a couple of weeks or more for a full DST. In a well like this, a mini DST also has the advantage of being run over several of the different zones
BPC has stated the well could be deepened to 5600m which would probably mean running 9.5/8" casing or liner then drilling 8.1/2" hole. I suspect this is what the $5m contingency is for. All this is based on my experience on similar projects"

Oil explorer “delighted” over PM’s sovereign wealth fund remarks Bahamas Petroleum Company CEO, Simon Potter.
NASSAU, BAHAMAS — Bahamas Petroleum Company (BPC) has welcomed recent remarks by Prime Minister Dr Hubert Minnis on the establishment of a sovereign wealth fund in The Bahamas, noting that many natural resources in The Bahamas, including its potential oil resource, have the capacity to add an entirely new income stream to the Bahamian government. The company, which is currently drilling an exploratory oil well in The Bahamas, has backed the establishment of a sovereign wealth fund for The Bahamas. “Four years ago, The Bahamas passed legislation to establish the framework for a Bahamian sovereign wealth fund, an initiative which BPC actively supported,” said BPC CEO Simon Potter. “The many natural resources in The Bahamas, including its potential oil resource, have the capacity to add an entirely new income stream to the government of The Bahamas, thereby diversifying the economy and significantly broadening the government’s revenue base. “We are thus delighted with Prime Minister Minnis’ statements today (Thursday) indicating how the sovereign wealth fund will be brought to life.” Potter added: “Royalty payments to the government, for instance, if BPC were to find commercial quantities of oil from its exploratory well ‘Perseverance 1’ and thereafter bring that oil into production, would provide exactly the kind of excess cash the prime minister envisages to be paid into a sovereign wealth fund.
“Once established, such a wealth fund would allow the government a much greater degree of choice than currently exists to promote and safeguard the well-being of all Bahamians. Choices, for example, to pay down the national debt, or to invest in infrastructure and services that better the lives of its citizens — the possibilities are many.” The company noted that many of BPC’s management and professional teams have worked in countries or states that have benefited significantly from the establishment of a sovereign wealth fund, such as Norway, the United Arab Emirates, Singapore, Alaska and East Timor.
BPC also noted that it has oil production operations in Trinidad and Tobago — a country in the Caribbean that has successfully maintained a sovereign wealth fund created from the surplus income generated from its oil and gas wealth and derived alongside its buoyant and lucrative tourism income. Last week, Minnis, while addressing the Bahamas Business Outlook, said that government intends to “accelerate” the implementation of a sovereign wealth fund.

The first funds originated in the 1950s. Sovereign wealth funds came about as a solution for a country with a budgetary surplus. The first sovereign wealth fund was the Kuwait Investment Authority, established in 1953 to invest excess oil revenues.
