I spent some time in China, its an interesting place, complicated with friendly people - Even when I managed to get passes to cross into certain areas, the people where always friendly, this was back in 2002/04. Working with this factory, each Friday the boss took us out for a meal, the westerners with his top guys, all good fun - I got quite friendly with the owner and after a while he used to show me how things really worked - As an example, on a Friday as this resturant, the water board area manager rock up, followed the electricity guy, refuge and a few others (bear in mind all bills sar paid direct to the companies) This is brown envelope day, don't pay, no play - This was no mickey mouse operation, this guy employed 33,000 people, and started from scratch.
If you look at who owns the grid in China - State Grid Corporation of China - This includes Northern China, Mongolia - Cold, good for mining - China works on a system, the bottom guys (farmers) and then one step up at time to a new life (similar to the cast system in India) so everyone is in a chain - each part is being paid, simple corruption and control or the masses - Higher you go, the more control, bigger the envelope and eyes on the ground for the local communist party - You can't fart without someone knowing is a good way to describe how the systems keeps control, very sublte!

State owned electricity, subsidized to miners on a massive scale, with each part of the chain getting a kick back - As we know, its easy to store, send, hide BTC - This is why China can and does insure the control of mining. CLP - I have read what I can find on Serbia, looks to me the hardware is outdated - I have nothing to back up the statement, just articles I have read and the fact hardware tech is moving forward. If, I have no idea how true or untrue this is, North of Italy is an option, solar energy (green) is used a lot and its well organised up there - Costs of setting up, hardware supply etc is all possible, money and time - The real cost is the electric.
That is the hurdle, tapping in/or getting into bed with a company already on the ground, who know what they are doing, ie: Creating and storing green energy so there is no downtime and know how to run, upgrade their infrastucture. Or, buy in from local suppliers or the main grid at a discounted/preffered rate.
