15:13 can only go on what they told me (via messaging) when my wife "found" some shares in her stocks and shares account and wanted to get them into her ISA account.

I'm afraid we don't know when this service will be available again as this largely depends on when we'll be able to get more staff back in the office. We’re regularly reviewing whether we can reinstate the services we’ve suspended and we’ll make sure our dedicated Coronavirus webpage is updated as soon as any services return.
However you can still sell your holdings as normal and once the trade has settled, the cash can be transferred to your HL Stocks & Shares ISA – utilising your 2020/21 ISA allowance.
Please bear in mind that once you have sold your investments in your HL Fund & Share Account you will have to wait two working days for your share trade to settle before you can transfer the cash to your ISA, and for fund deals the settlement period is four working days.
Once you have transferred the cash to your HL Stocks & Shares ISA you can repurchase the same stock, choose a different investment of your choice or hold the proceeds as cash.

That was a few weeks ago so all may have changed, as ever check with your provider .
