I have been reading about "standstill periods" which are not Covid related , and provided the info quoted by Damo / TG in my Tue 11:20 post i.e. ......

"There are strict requirements as to the contents of the standstill notice. It must cover:
the criteria for the award of the contract;
the reasons for the decision including the characteristics and relative advantages of the successful tender. This should include a full breakdown of scores against each criterion and sub-criterion (for both the losing and winning bidder) with supporting explanation;
the reason (if any) why the economic operator did not meet the technical specifications;
the name of the tenderers to be awarded the contract/become party to the framework agreement; and
a statement of when the standstill period is expected to end."

Unfortunately, it doesn't stipulate what I sought so I'll stop any more repeats but I'll chop Donk so repeats will not cross my doorstep in future.

The PPA was decided years ago i.e. up to 97Mw and 10Mw - why would they have changed, it took ages to get there.

The negotiations are to further those baseline agreements surely?
They might well be for 97Mw , and 2Mw for starters (phase 1 for us).
Conceivably, they may be for less than 97Mw or more than 2Mw , leaving the residues, if any , for further negotiations unless staged deliveries can be accommodated into the impending ones.

The lack of comment on these views, makes me wonder which of the two expectations is deemed to be too obvious to discuss.

I got fed up with ADVFN and eventually he stopped because everybody ignored his posts.

Donk is invested in Kenmare but used to post abuse all over LSE as The Kenner, and other variations including Ken.
All his usernames were banned on LSE as soon as he created them! It is fair to say there were many who'd happily report his posts.
He finally broke his pattern of names, and got a username passed the LSE police. He has used it on here but uses it sparingly for fear of being reported and being tossed off again.

Then came "mrmoagi" and if you click on that name you will see him, coincidentally, on the Kenmare board.
Next came OldBalllie , a very recent addition , and imho , another id for Donk - one of two users who calls me Mr Smith and shares too many dodgy beliefs to be anyone else. Neither has been abusive but when the pubs reopen it will happen imho.

So we are in limbo on the financing unless the Govt take fright and pull 10 million rabbits out of the hat after poncing around forever. If their influence is diminished by outside finance coming in, who knows whether TLOU will supply BPC (Botswana) or SAPP ("http://www.sapp.co.zw/" ) in the long term?

I don't expect TLOU to tell us if a due dilgence company has been employed, because the financier is anonymous and that news might unveil who they are? Hoping this won't take too long, and financing will follow sooner than later.

I must admit to being totally mystified as to how current news is being received.
There is such a feeling of optimism, some from unexpected quarters, and I have been very hard pressed not to question why.

On the face of it, we have moved from being a potential CBM, bottled gas producer to an electricity power supplier, using our own generators and solar energy in due course.

And now we are adding pipelines to supply gas straight to third party generators instead of bottles of gas, if it is true!
We have not tendered yet afaik but I share that belief.

For several years I have been waiting for the gas flows to reach commercial levels, and harped on about them forever. I have had so many rebukes that they are not the problem - funding and PPA's are!

Funding and PPA's look to be very imminent, if not tantalisingly close, and many of us are now thinking we are on course to being a successful company.

The posts on here seem to take for granted that the gas flows are mysteriously going to come up to scratch and supply enough to power our generators plus the pipeline. I do too - so I don't see what I can add to this forum any more.

TG is rightfully being trusted to bring home the bacon and the bacon looks like becoming a hog roast.

The looney lads on LSE are incontinent with excitement over Tlou chances of success in award under the 100MW PPA negotiation in progress. And then with switching Orapa 90MW across from diesel to gas.
Great lads over on LSE; always second to everything !!

It will be interesting to see who is going to pay for the pipeline(s) - the supplier(s) or the receiver.
I was under the impression, years ago, that Botswana, in one form or other, would be paying for the Serowe link(s) if we supplied Botswana with power, BUT if we sold to the regional network then it would be wholly at our cost.

I think Donk explained that the cost was always going to be down to us, but BPC would negotiate a price on the power supplied which incorporated an allowance towards the cost of building/maintaining the transmission lines.
I also have a hazy recollection of BPC taking full control of the transmission lines once they accepted them, and reimbursing us in an unknown manner?
Do you remember this Donk? Please feel free to confirm or deny these contradictory methods.

5,839,333 options at a twelfth of holding compute to 70,071,996 shares.
My money is on that being how many he bought, and they came with the same options as we received in the previous placing? He is recorded as holding 21.9M historically (or is it 21.65M? which also appears elsewhere) so this is a huge vote of confidence in TLOU if that is correct. There is room for arguing he may have bought 70m - 21m , ~49M which is why the RNS is such a bad format. It ought to be obvious.

Perhaps I should stick to my Mystic Meg qualities.

Format of the RNS is so crap!
His % had reduced, suggessting he sold, but it could be he bought a lower % of the 75M than he held before, and the timing is too much of a coincidence unless he sold a few on the open market as a fund-raiser to help TLOU on the 75M issue.

Regarding the radio broadcast no surprises, the same message from TG as ever, keeping interest costs at agreeable levels, and has finally given up hope of the Govt funds within any sort of time-scale ("we have taken back control").
The surprise was a welcome one, investors from the UK who are going to stick with us if Shore Capital have done their duty.
So not THE pension fund , but perhaps a British one, please god , not JP Morgan, who are American but is their London offiice considered to be British? Could well be Stephen Hemsley Group in which case we'll get an RNS on their holding for sure.

I'm having problems with the definition of price.

It is obviously cost + profit , and if the Govt have calculated costs in the regions of $12 then that tallies with TG's $12 to $30 (a few years ago) expectation on our selling price (to BPC).

Can we all agree upon that?

It is really strange that both you, OB , and mrmoagi seem to agree that the slices of 97Mw and 10Mw are up for grabs in forthcoming talks. Am I the only one who believes that those two offers following the RFP are non-negotiable unless the bidders themselves want to renegotiate?

Donk, pricing is considered according to the link in Chukker's post and tbh I am not sure what it is saying!

"Tlou has included the power pricing in its tender using the electricity guide price provided by the government, at approximately £0.09per kWh ($0.12). At this price, it is estimated that a 10MW project is capable of generating gross revenue of approximately £7.9m ($10m) per annum."

Either of us can probably argue we are right, without certainty.

I read it and , bearing in mine TG has mentioned $12 up to $30, assume we have demonstrated that we can make a return based on the Govt's $12 example. If we can show TLOU are just about viable at the absolute minimum price then it will reassure the Govt we offer a long term partnership.

You might say we have committed to $12 (and that virtually guarantees at least a draw with the opposition) but the chances of that does look very slim to me.

Chukkers post includes "The company’s proposal had the most competitive Levelised Cost of Energy (LCOE) for the project."
Now given that cover a few decades, it isn't the deal price on the first 10Mw surely?

It is a bit cheesing I don't benefit from those more knowledgeable shareholders. We must have someone who knows this process inside out, and I am open to commonsense if not abuse!

I spouted on about CBM heating water, a la solid coal, and nobody put me right! I cannot believe everybody shared the same idea! It took OB's post for me to realise how diesel and gas are used in generators and ditch the ridiculous idea of bunsen burners :O)

@NoEasy. Normally the FE takes an hour or a day. I'll give you an example: Techncal evaluation takes place, which can take which can take a few days/weeks depending on the complexity of the RFP. A % score is given out of 100. The technical and financial scores normally have a ratio, say 70% technical and 30% financial. So the tech score as a % is then weighted, in this case x 7/10. So 100% will be weighted to 70% overall score. When they open the financial bids (they will be in a separate envelope) the lowest price gets top marks, in this case 30%. That is added to their overall weighted technical score to give an overall score. The next lowest price (or in this case the other price) is scored as follows: (30 x lowest price)/price being evaluated.

Once a winner is declared, there may be an initial negotiation with that bidder, and then the whole process goes to another department for audit. For example for UN bids, it will take 3-4 weeks for the 'audit' to be complete, and a contract is then awarded. Official announcements happen only when the contract is awarded.

Tips. If any company states that they have been in discussions with the client over pricing - then they are the winning bidder. Only the top dog gets spoken to on price.

So with current evaluation if this was a 70:30 bid then Tlou's weighted technical is 62.86% and Sekaname is 60.48%. Say Sekaname came in cheapest, then they will get an overall score of 90.48%. Tlou would have to beat that and score 27.62% on the financial proposal. No idea what these prices are but suppose Sek comes in at $50m, then Tlou would need to be at or below $54.3m to win.

Lots of assumptions but hope this helps.
