H&P are valuing and risking an asset (Net Asset Value), they are not valuing the company. They express the NAV as a per share value, which is helpful, but that is not a share price prediction. Company shares are not valued on assets alone but on price / earnings also (as well as all the usual market conditions, sentiment etc). Early stage companies might price in more than 10 years income, sometimes 20, but the SP today will be the price of a 100 year future potential asset.
Consider the commercial asset (there isn't one yet but probably will be confirmed this year), then consider the company earnings (there aren't any but probably will be in 2023 or 2024, consider the price of helium (it's been at an all time high, it might stabilise if the discoveries keep coming), consider the share issue (probably it will be diluted between now and 2023).
Let's all be confident and optimistic, but be realistic too.
