Bot, from what I have gleaned if you complete the we8 form then the tax you pay on any US dividends is reduced from 30% to 15%. If you sell US shares you do not pay any tax if held in an ISA. I presume you pay usual CGT on any held in a dealing account but I do not know about a SIPP. It took me about 2 mins to complete the form and it is valid for 3 years.
