Nothing you say prevents a Russian buy-out of Russian assets within Russia by Russians. There will be no restructuring in Russia, no sale of securities or other impact on the Russian assets. The only possible challenge under the decree would be if POLY attempted to sell the Russian assets externally. Russia has zero control over KZ assets so they are unaffected. On top of that, the company is not even registered in Russia so not sure how the Russian court wold sanction the company under the decree anyway.
