How would one release an EIA that was not complete? Until the conformity is passed by APA it is an unfinished/incomplete document. The APA was doing due diligence on the submission on behalf of all interested parties and twice asked for more information or detail to ensure it was complete enough for them. To note it is not SAVs fault if anything is missing deemed not covered enough, that was the role of the APA to satisfy themselves that SAV had adequately responded to all elements of the APA's requirements.
For all the crusty noise that the document is this or that, it is actually one of the most complete, ESG driven submissions in Europe. Some people are only out to find the bad, when in fact it is a better document than anyone in Portugal has received before for a mine. There will be errors and omissions, but a very small part of a very substantial document, if it makes you stiff finding them.
