They simply have no choice but COAL!..... they would like it to be all gas and increasing renewables.....
However renewables are difficult and getting more difficult to get investment for, as Net Zero is unravelling for Western Industrialised Nations, they can't bring enough online fast enough either. It will take 20yrs to get any meaningful amount, plus as time goes on the demand for power expands so it is harder to fill the gap.
Gas has almost run out and they need to go drilling, take 5-10 yrs to get back to significant volumes, even if they can find commercial quantites!....
China understands that they can't expand on renewables alone and still using and expanding coal alongside.
Soooo COAL it is!.... even at high levels of renewables in future it will take 30yrs to get there and they need to fill the gap.
They already have coal power plants with this much life left, they are currently using them and will keep using them..... its not coal yes or no....it's own coal vs imported coal as a bare minimum.
Own coal cheaper per therm, it delivers higher output so buy less for same output, have to transport less of it, saves both money on the transport and saves carbon cost on the transport.
So they save automatically carbon on transport and 30% more output for same carbon in. Straight away they are improving their carbon footprint.
Bonus saving dollar funds and balance of payments, not relying on other countries, or world political supply issues.
Bonus bonus... after all that they actuality get back billions of dollars for the country and loads of employment over 30yrs...

Interim Government setting up ground work for using own resources and one being coal. They have all parties onboard that this is needed to save the country.
Meetings and presentations have occurred discussing it and with reference to Phulbari. It stands out as their low hanging fruit.....insta mine and paid for by someone else! TOO EASY surely!
Well there is the will they mine or not mine, underground just didn't and doesn't cut the mustard....so open pit really only viable source and only one ready to go. This is their big dilemma they can't open pit without Phulbari unless they can totally prove it would be a disaster environmentally whilst they managed to find another mine that was suitable.....big legal challenge incoming otherwise.
Are they softening the blow to the people, openly discussing own resources, own coal, people understand the need now, putting in place really good compensation and top relocation plans, Government getting into project, National Importance now etc. Greasing the wheels!
Boils down to can they convert enough people into understanding and believing open pit mining at Phulbari is in everyone's best interests now. Chinese offering to make it happen and solve an energy crisis for 30yrs and leads to extra inward investments by chinese companies, factories expand with reliable power, jobs are
