They're quite happy to get a foot in the door by means of investing a relatively small sum which, if the project fails, they are happy to write off. They also appear to be happy to let others create some value for which they then have to pay for. Their calculation must be that this mitigates risk and paying more is better than assuming the problems associated with greenfield exploration.
