The FOCAC co-chair is normally appointed for 6 years, this appointment is for 3 years.
China's project financing under Bridges and Roads Initiative has fallen notably in the past few years and China is now shifting its focus toward making the BRI 'smaller and greener'.
The emphasis is on sustainable development, environmental protection, and debt management.
I think it's reasonable to speculate that C-B's been squeezed in because there's expected to be some relevant newsflow to showcase.
ZIOC (and KP2 for that matter, which I believe is also 'awaiting news' - 99icecream ?) would tick the boxes...

Preceding Exim Bank China's meeting with the Ministry for International Cooperation on the Wednesday 25th last week, on Monday 23rd the Congolese Ambassador to China had returned to Brazzaville and met with the Chinese Ambassador during which they discussed 'jointly promoting important cooperation projects..'.

ZIOC's RNS of 28th Dec (1) on the MoU with CMEC projected funding between the Congo Gov and 'third parties' for CMEC's hydro solution for Zanaga. Last week the Congolese met with Exim Bank China (2) to discuss 'current and future cooperation projects'. Of note is that Exim Bank (3) are the State-directed policy bank charged with implementing the foreign policy objectives of the Chinese Gov., including power, infrastructure and mining projects. Of further and very particular note is that Exim Bank are the *only* Chinese Gov provider of concessionary loans for these purposes - that's loans with low-to-zero interests rates.

Mission: The bank is a policy bank and along with other Chinese policy institutions like China Development Bank and Sinosure implement the economic policies of the government. The focus of the bank is to promote foreign trade and investment. Commercial lending forms the backbone of the bank. Commercial activity includes export credits mainly in the infrastructure fields (roads, power plants, oil and gas pipelines, telecom, and water projects) and investment loans for Chinese businesses to establish overseas in the energy, mining and industrial sectors.[2] Another function is to administer concessional loans which are no interest or very low interest loans provided as foreign aid by the Chinese government.
