This will be part of Central Govt plan which give money to build International Airport (2nd after Ulanbaatar Capital) and International Transport hub.
Maybe people can see big plan for Eastern province and Central Govt co-operation.
Use all logic of all INTEL to unserstand why Petro Matad have build such important position in Mongolia and why final signature about to happen.

Mongol Govt desperate to have DOMESTIC oil supply. Do not want to rely on "EMERGENCY AID" from Russia / China like in Sept and with fuel run out now.
If Petro Matad already producing Mongolia would have domestic fuel supply ALREADY with proven transport / refinery route thru China until domestic refinery build.
This is why local govt WILL give signature & why Project of National Importance (you think they give this status for fun( AND why regulator DIRECT involvement now!
How long will local signature take with fuel supply critucal & FUEL CRISIS coming! Petro Matad production will not stop this in time but maybe Govt get anothe emergency supply for short period.
Will stop future issue and this is what Govt WANT and will GET from local authority i think ANY DAY now!

"A1-92 gasoline will last for 22 DAYS" (now 15 days)
"A1-95 gasoline will last for 33 DAYS" (now 25 days)
"Diesel fuel will last for 24 DAYS" (now 17 days).

Think can clearly see limited Russia / China help not enough and why we see fuel Shortage crisis happening. Also why Mining Minister J Ganbaatar say again few day ago why Mongolia MUST BE ENERGY INDEPENDENT and he reference shortage now with Russia export cut.

I am sure that WOS and his followers truly believe that their rejection of the presence of corruption is benefiting MATD, in which case I cannot criticise their motivations. In reality however it is preventing the issue from being broadly exposed and therefore being dealt with. Efforts to broadcast the corruption besetting MATD can only be beneficial in a culture where corruption flourishes if not exposed.

6 weeks to Christmas, I maintain this will continue to drift lower, albeit slowly, unless there is positive news.

Importantly though with all this talk of corruption it shows that there are plenty of outlets for the general population to express their unhappiness and to exert pressure to try to effect change.
It will be interesting to see what's said about the current fuel supply issues.
