I am sure that the Governor is completely focused on the best outcome for his region and that there is no way that the delay in obtaining his signature is due to a variety of reasons; the upcoming elections, a need to ensure that his region receives the greatest benefit from the exploitation of land with his province and perhaps a belief that there is plenty of time before the completion of the refinery, when Mongolia will need its own oil for the plant amongst them.
As can be seen from a number or sources the Government of Mongolia is actively fighting corruption and has been for quite a number of years and whilst so far it has not been totally successful, they are trying and as such LTH will just need to wait for the inevitable progress when the Governor will make a decision as to the best course of action for his province.

However 5 year delays in itself is a big corruption.
If MG means what they say then they should issue land access with no more delay before matd goes bust.
At least they should let Heron operational permit right now so that petromatad can start having income.

Let’s not kid ourselves. 5yrs and counting cannot just be down to bureaucracy. Corruption has/is at play.
Whilst this is a relatively old report, it does serve to show that corruption in Mongolia has been pervasive at the very highest level.
However as foreign investment and the subsequent exploitation of Mongolia's mineral riches, which must, by necessity ,include oil is paramount to help balance the country's financial situation.
We can but hope that the MG at the highest levels will seriously persue their anti corruption intentions

At the 2020 election of representatives to the State Great Khural (parliament), the Mongolian People’s Party (MPP) won 62 of the 76 available seats giving them a “super majority” ability to pass legislation. Since then, there have been a number of domestic, international, and constitutional changes which have set the backdrop for the 2024 election.
The formal election campaign period will commence on 14 June. Ahead of Party manifestos being published[1], anticipation is building around the policy positions of the two main parties. At a macro level, it is expected that the MPP will continue to focus on delivering the tenets of Vision 2050 including economic diversification to encourage foreign investment, while the main opposition Party, the centre-right Democratic Party (DP), will focus on the environment, allegations of corruption, and attacking alleged errors in the handling of the economy and COVID-19 pandemic, made by the current MPP government. In either way Wehther they are corrupt or not petromatad production from Heron would benefit them regardless.
That is puzzling me why they have delayed petromatad for so many years. However if we get a bit lucky then we might get land use sorted some time this year. Fingers crossed.
I seem to recall the governor saying he'd sign when the herders get their compensation, the last operational update said they haven't yet received said compensation, so no signature, no access, no oil and no pennies.
