According to the official letter dated 01/1990 of the Minister of Mining and Heavy Industry of MU, 21,829 hectares of land for oil exploitation in Matad Suma of Dornod Province has been submitted for special state use.

THE LAW OF THE COUNTRY OF MONGOLIA. Article 20. Acceptance of orders for the exploration area
20.1. The period for accepting orders for the exploration area will be up to 60 days, and the deadline for accepting orders for the exploration area will be announced by the state administration within five days from the date of receiving the first order for the exploration area.
20.2. The order for the exploration area shall be submitted to the state administrative organization in a sealed manner and the following documents shall be attached to it:
20.2.1. documents proving the legal status of the customer;
20.2.2. profile of the customer and his investor;
20.2.3. Surname, first name, position, address, telephone, fax number, e-mail address of the person representing the customer, and proof of authorization;

20.2.6. work plan and budget for the exploration period;
20.2.7. receipt of payment of the service fee specified in Article 34.5 of this law;
20.2.8. if the client is a partnership, the role, participation rate and amount of its stakeholders in the exploration and exploitation activities.
20.3. The state administrative organization shall notify the customer in writing within five working days whether the order for the exploration site has been received or not.
20.4. The state administrative center and the state administrative organization will not disclose information about the customer to third parties until the contract is signed
Article 21. Issuing the results of the selection process
21.1. The state administrative organization shall evaluate the contractor according to the selection procedure and select the customer who has submitted the most advantageous offer to the government as the winner based on the basic conditions specified in Article 17.3 of this law and inform the participants of the selection process.
21.2. The state administrative body shall negotiate a draft product sharing agreement with the winner of the selection process specified in Article 21.1 of this Law, and in the event of a decision provided in Article 17.5 of this Law, enter into a product sharing agreement in accordance with Article 17.6 of this Law
