I wonder if MB can ask for temp LP to get H1 operational now?

I said it months ago regarding getting a temporary licence but was shot down.
It's business sence. As soon as cabinet approved the application he should've got the temporary permit to continue the work.
It's pointless waiting around for some peice of paper.
Master, I reckon MB can still ask the CG for a temp permit so MATD starts having revenue.
That would help MATD to be more active and expand /explore for more oil, renewable etc etc.
It also give a good reputation for MG if any left ofcourse. Hope MB starts a different approach rather than sitting and writing letters. He should go physically to different departments and showing his face.
Whether he has or not I guess MB thinks he has done everything he can to push for the LP & get H1 into production and he is now resigned to allowing the Mongolians to set the timeframe. If that takes until spring 2024 (or later), so be it. Attempting to chivvy things along or doing something more drastic could just upset the apple cart completely.
That is not drastic. He can simply ask for temp permit. I don't think he has given up yet.
Mb could have done this paperwork business last year.when he was sat around doing nothing.
He just needed to visit mpram office every week and ask for answers. He should've had heron on field by now.
Simple task and it could not be managed.
MB said it was just formalities which was not. I can't blame him only as he must have been advised by Bodrs who are Mongolian and should have known better. But MB living outside Mongolia didn't help the matter he hasn't understood the culture!

If we can think of getting a temporary permit then why couldn't the PM think of it from 2019 till now.
I just can't see this year being any productive.

Master/Hamm - for the sake of your own mental health, just write this off for this year. SS said yesterday I was having a meltdown or something similar. Anything but. Frustration, yes. But I’d accepted a long time ago that there is considerable corruption and/or a willingness for the local government to continue to stall and delay MATD. This could go on for a long time yet and was never going to be as simple as the likes WOS were spouting.
You are probably right. I am frustrated. I was expecting 2023 a year for matd to produce . And was expected sp around 10p.
Nevermind. There's always next year..

✅ THE 18TH NON-REGULAR MEETING OF THE EASTERN PROVINCIAL ITH IS BEING HELD
Today /September 28, 2023/ the extraordinary 18th meeting of the CIT started with 64.7 percent.
Three issues will be discussed at the meeting. Specifically:
1. On the approval of the 2024 annual development plan of the province
2. On the approval of the general plan of land organization of the province
3. On the renewal of operating permits for some churches and monasteries
Very interesting meeting. Hopefully PM gets the go ahead.

The development plan for 2024, which is being discussed at the 18th regular meeting of the Eastern Provincial Assembly, is being discussed.
I asked 3 questions.
- implementation of healthy livestock and healthy meat programs
- About livestock and farming area around Choibalsan city
-in addition to improving the monitoring of contracts of mining companies, the governor of the province asked questions about the benefits of renewing contracts, and he answered that the 2024 budget and development policy plan should include policies within the framework of the above 3 questions.

#MGTBU EPC-4 package work has officially started

Today (September 29, 2023), the EPC-4 package of the last stage of the oil refinery has officially started. The contract to start this work was signed by D. Altantsetseg, Executive Director of "Mongolian Oil Refinery" and Rajesh Reddy, President of Hydrogen Plant of "Megha Engineering & Infrastructure Limited".
With the start of the package works, conditions have been created for the simultaneous execution of the package works of the oil refinery, and a general contractor has been appointed.
Construction of the plant's main technological facilities and oil pipelines began last April. The construction of EPC-4 or licensed technology facilities will start next year.
Currently, more than a thousand engineers and experts from countries such as Mongolia, India, Italy, France, the United States, the Netherlands, and China are participating in the oil refining project.
The oil refinery has very little bearing on PM - the MG will want "their" oil for a bargain basement price. PM's only chance of a decent return is to export. IMV
Let's hope something positive came out from the local meeting today.
They are fools for delaying the permit. Its obviously going to benefit the locals
Master - what would likely be discussed? My understanding was everything has been agreed, but the Provincial government want all the herders compensation completed first?
"...the Tripartite Agreement between the Land Agency, the Ministry of Mining and Heavy Industry (MMHI) and the Provincial Government which regulates the management of special purpose land has yet to be finalized. The Land Agency issued the draft in July and MMHI quickly responded positively but the Provincial Government wants to complete herder compensation first and this further bureaucratic delay may jeopardise the chance to put Heron 1 on production before the winter operational shut down."
I still don't know why the delays. They were getting either new land or cash... I'd have thought it was a case of saying to them give me your sort code and account number, and we'll wire the money across FFS.
