It was not the Chinese government that would be funding plants in BD, it was never stated that was the case by the company, but as I've posted before Chinese banks are big underwriters, altogether different, nothing has changed there.
Funding for Coal Projects
For those stating that funding for coal fired generation is not happening. Well based on the article below, itself from a ECO publication (so it must be true)- according to coalexit.org funding for coal projects has actually increased since the 2016 Paris Accord.
'While Chinese banks account for less than 6% of total lending to the coal industry, they account for 58% of underwriting. Through their underwriting, Chinese banks channeled US$ 467 billion to the coal industry over the past two years. Next in line are US banks (US$ 104 billion), Japanese banks (US$ 59 billion), Indian banks (US$ 36 billion) and UK banks (US$ 35 billion)'

This post is just to reflect what is really happening rather than what some would have us believe, however it's unlikely with NFC and Power Chinas' commitment to the project there will be any issue re funding the project itself
and another article along the same lines
Japan, China back coal despite Paris pledges
Despite both countries' commitments towards carbon-neutrality, Japan is the world's top lender to the coal industry and China is its leading underwriter.

Xi just announced it.

Nothing has changed .... just appeasment rhetoric ......from the article in NY Times .
In a move designed to bolster Beijing’s climate credentials, President Xi Jinping of China said Tuesday that his country would stop building coal-burning power plants overseas, ending its support for construction projects that rely on the world’s dirtiest fossil fuel.
“China will step up support for other developing countries in developing green and low carbon energy and will not build new coal-fired power projects abroad,” Mr. Xi said in prerecorded remarks to the United Nations General Assembly.
Within its own borders, China produces the largest share of global emissions of greenhouse gases. It is by far the biggest producer of coal domestically and the largest financier of coal-fired power plants abroad, with an enormous 40 gigawatts of coal power planned.
A hint of China’s shift came earlier this year. For the first time in several years, China did not fund new coal projects as part of its global development undertaking, known as the Belt and Road Initiative, in the first six months of 2021. Chinese coal projects have faced considerable resistance in countries like Bangladesh, Kenya and Vietnam, mainly by civil society groups.
What Mr. Xi did not say at the General Assembly was anything about China’s coal plants at home. It is building the world’s largest fleet of coal-fired power plants within its borders, and most of its electricity still comes from coal.
Last year, China built more than three times more new coal power capacity than all other countries in the world combined, equal to “more than one large coal plant per week,” according to estimates from the Centre for Research on Energy and Clean Air in Finland. China’s latest five-year development plan, approved earlier this year, allows for expanded coal-power construction at home in the coming years. But Chinese experts calling for an earlier peak in the country’s carbon emissions have called for no more domestic coal power expansion.
Nor did Mr. Xi make any new announcements about China’s plans to rein in emissions by 2030, beyond repeating his pledge to reach peak emissions before the end of this decade
Papi. I don’t understand your point. China was down to build lPhulbari. Now they aren’t. Where the funding comes from doesn’t matter. I was expecting it to be Chinese banks. Now it’s not.
From bbc business - Crucial details will need to be cleared up; when will this take effect? Will it cover new power plants approved but not yet built? Will China also stop financing new coal fired power stations abroad?
He hasn’t said when this will happen. We know the current MOU with PC is until December so we must know more sooner or later.
So is this game over even before we managed to submit the proposal to bangla government?
It is just appeasement rhetoric as Pappiklon says. The Chinese President is just making statements prior to the Climate Conference. He will simply ignore it going forward. No dates are attached to it and nothing is said about coal within China.
Of course you all believe that China had nothing to do with COVID 19 because they have told you so!
