Could it be Rio Tinto?
I have read that Rio Tinto is very bullish about Lithium. This piece was found in yesterday's Miming.com.
"Mining giant Rio Tinto (ASX: RIO) wanted to develop a lithium mine near Loznica in the western Jadar river valley, one of Serbia’s main agricultural hubs, but after Rio spent millions on preliminary economic assessments and feasibility studies, the Serbian government revoked licenses for the Jadar project in January 2022 after massive protests sparked by environmental concerns about the planned mine".
Serbia is less than 600 miles from Czech.

Another worry for Tesla may also still be Brexit. As it stands, the automotive industry remains concerned about new 'rules of origin' tariffs coming in from 1 January 2024 on UK-EU car makers who cannot source most of their EV battery materials from within Europe.

8bn gigafactory bid from a currently unknown investor. It's Possible but not Necessary. Cinovecs involvement in any Czech Gigafactory is a big deal.
The Czech government is doing everything possible to launch lithium mining in the Krušné hory (Ore Mountains), PM Petr Fiala said during the cabinet's visit to the Ústí nad Labem Region on Wednesday. Fiala added that cooperation between the investor and the regional government was essential.
Fiala sees the mining of lithium, which is used to produce car batteries, as a strategic raw material and essential for the restart of Czechia. According to Industry and Trade Minister Jozef Síkela, negotiations with three investors to build a car battery factory in the Czech Republic are at an advanced stage.
