To most people its a GOVt contract BUT to the company it does not quite have the same meaning to put out an RNS
Its a technicality of phrasing & whom its from ...
The RNS when it comes will say the magical words "has signed a contract with the UK Government to...."
that said the award of the contract, by DHSC, shows the sort of £££figure m that will be put onto the end of the phrase

this is why i think we may have a seller in the background and prior to JAdam telling us about the 75m contact, we dropped to 89. I was in GDR and noticed same pattern and when we got a TR1, it went up from 90p to 150. Look it up. I think it may be Richard Sneller again. Whoever is buying or selling is done, this can fly. Something is holding us back.
Well said safy,after yesterday I expected this to drift down after a 7-00 RNS offered nowt so sold a few at 8-15 when it was red to pay for the new boiler bill that came yesterday. Ten minutes later I could have paid for the fecking boiler ! My own fault admittedly. Not impressed with s*** communications at all .

BBI leaked 1m tests, ODX released a speeding ticket for it saying it was lies, ask yourself was it lies? No is the answer
The 10.3m for gearing up, it was in yesterdays RNS? or at least confirmed by ODX, why wasn't it RNS'd, that also came as a leak.
This 75m, says clear as day what it is, however we are being told by Walbrook its an intention or maximum order value. I tell you why i think its BS, if the government suddenly decide that Antibodies is 100% immunity, do you think 75m will cover 65m population? definitely not. So how could 75m be like a maximum value? it doesn't make sense in my small rampy head.
This isnt buying advice, please dyor. But it just feels like this ship is favouring traders and not LTH. The comms are **** poor from Walbrook. Why didnt we get a clarification RNS immediately or a tweet? Surely they must have known this was coming. Walbrook is the same company who backed Finncap up when they put out their report. I agree they have to tread with caution and they cant be as optimistic as us, but surely they should offer better PR. People have got spiked today buying high or doing high top ups. That could 100% have been avoided if this information was RNS'd at 7am.

It is very clearly an order.
Let us not forget. The RTC is subject to a Government Non disclosure agreement.
They are not allowed to disclose that info yet.
So, like the leaked news for the 1mil order, we have to wait until official.
But this helps de-risk us further.
It proves we are the go to provider of Antibody tests.

Trouble is ... we don't know what's being said / done behind NDA doors. Gov has 1st shout - RTC say, 'ok how much do you want and when can we sell outside?', Gov says 'dunno' - RTC says 'ok, give us a number on a sort of order thingy cos the PI's are getting a bit miffed' ....

The government has put approval in place to order up to £75m. Clarification of orders will follow as they are put in place.
The government will public further tender approvals in due course should they wish to exceed the approved £75m in this one sector.
chuggley - it is a bit of a mess so i dont think you are being obtuse - you just want clarity - the question we need to ask (IMO) at the investor presentation is:
We have 175,000 unit order from the recent £75m call off contract. As there is no further commitment from UK Gov at this point does that mean Omega can sell the excess capacity privately? Do they need Abingdon's approval as lead? Do they need government approval (and if so why)?
Otherwise wont we stockpile a lot of manufactured tests that we manufacturer with no guarantee that they will be bought?
Maybe just waiting on MHRA approval?

So the UK gov has produced a document to Abingdon saying they intend to order £75 million worth of tests - but its not an order and they actually may not. BUT in the meantime we cant sell to anyone else incase they want to draw from there (not ) order

Thanks for that Safy, I made a comment earlier about it not being a guarantee for £75m and it being a maximum amount but was promptly told I was a knob!!!

I think there is something in that. Pillar 3 roll out is definitely not as far forward as it could be...
In a Covid world I am sure the MHRA for the home test kit could have been fast-tracked (if it hasn't already happened). It has been about 8 weeks since the Ulster testing, and although we are still within the time allowed for approval, something as critical as this could, and should have been passed by now. I posted several weeks ago that I felt this news was being held back for maybe political expedience and would be released alongside some additional news. Maybe the Govt' don't want the home test kit in the public domain yet until track and trace or some useable app is available to record and give credibility to the test. Maybe overthinking it but hey ho, we live and wait.

I doubt it. DHSC will want MHRA approval to roll the tests out for Pillar 3 and Pillar 4 use.
The gov have always been calling the shots. In my opinion it is hampering the growth of ODX with the ABC Ab test and we would be much better off with regards to the SP. I bet its the same with releasing MRHA updates as well as further orders of the ABC test as the gov does not want them to sell elsewhere at much greater profits.
Remember not so recently It's only when the gov released the info about the £1million order is when ODX put out a RNS.
MHRA approval can take as long as it takes - so it could be 'slowed down' - it would be a bad position if it came out and there were no stockpiles to supply the public with an at home test developed in the UK because we do not have enough stock.
Am I being too Machiavellian - patience will let it all flow through in any event.
And Regulator, I think I may have said framework, poor choice of words, I agree - call off contract.

Abingdon Health and UK RTC (and therefore ODX) can only make public statement about their engagement with the UK Government with prior approval from the UK Government.
Prior approval from uk Gov suggests to me that they are calling the shots when it comes to the release of news.
My view is that it is a call off Contract (not a framework agreement as has been suggested elsewhere*).
The procurement itself was not divided into lots (i.e. different parts aren't split between different providers) and that's what the reference at II.1.6 is.
I think there is a question as to whether there should have been an RNS back in August, when the award was made. I'm assuming ODX will have taken advice, given the complexities involved.
*A framework agreement would normally cover multiple providers and be used by third party commissioners to undertake mini-competitions or direct awards to those providers included in the framework. The current £10 billion NHS England 'Increasing Capacity Framework' tender is a prime example.**
**Although its one of the most over-engineered procurements I've had the 'pleasure' of dealing with.
