In reality the only ones the city are hurting are the investors. They are rewarding MM by letting him steal his company back cheap.

The best way to punish him, if that's their aim, is to let the SP rocket so he can't steal it back.

So remainco funded ingenuity and is in debt because of it, then ingenuity goes off debt free to start on it's own.

They'll see the value
