Deutsche Bank has a troubled recent history with regulators and prosecutors. Various sanctions have been imposed on the bank and it has paid big fines re money laundering issues and allegations of enabling tax violations, price fixing and foreign bribery. All according to Google.

Not that I've done it myself WeAreGroot, but you go on TOR/ dark web and type in what you are looking for. There are plenty out there, apparently, who do this sort of thing. Not sure about cost but was told a couple of hundred should do it. Payment in cryptocurrency is the norm but transfers are there too. All info on what to do is on Google.
