It has always surprised me how questions either raised
1. In or about the PM's or a cabinet ministers constituency
2. A question raised at PM question time
3. A question raised by the main media companies
can concentrate minds. Briefing notes are sometimes requested. Whilst this in itself is unlikely to speed up the process, the mere request from this level of authority indicates that the subject is being keenly watched. A Government Agency, quango at the coal face of these types of requests may find it internally culturally difficult and an organisational desire to move from the limelight may exist........ I think you can fill in the rest.
If Liz Saville-Roberts MP, Dwyfor Meirionnydd, Plaid Cymru Westminster Leader is your MP, then maybe you could both ask her about her personal views on Clogau St. Davids reopening, as well as requesting her to ask the question in Parliament to the PM as to when the NRW will provide their decision and why they appear unable to comply with their own response timelines? I would expect the PM to refer back to the Welsh Assembly/Parliament.
Just trying to be helpful if you are finding it difficult to let the NRW take its time.
