"The cost of processing returns is greater than the cost of the items themselves"
That's not true, it all depends on how efficient the process is. I work for a omni channel business with an online NDC and we had to learn how to handle returns efficiently. It took a while and a lot of resource to start but once you learn how it becomes part of the way you do business.
For example, when planning a new NDC you allocate sufficient bays and space for the incoming returns and we have a separate 3D packing machine that deals with the rest efficiently once the goods have been quality checked. We can handle returns efficiently for 24,000 lines of online stock. The only real problem we have is lengths of cable but they are a pain in the arse when you're sending them as well as they to be measured out and cut manually.
It's the reverse final mile part of getting the goods back from the customer that is the most cost intensive.
