All the rest only get 1.

I would add that their attitude towards risk is somewhat different. A company / business / trader has to accept and deal with risk. Indeed, the best will test the market, learn to fail and how to improve and move on to better.

Public service sectors are totally risk averse. To make a decision that fails can be the end of a promising career, so the decision making is passed up or down the chain until it can go no further. In many cases you can only achieve a decision when not making the decision has a higher risk than actually making the decision.

It's all in the presentation of the relative risk scenarios that may get you a decision you want!

Ah, you are applying normal logic here! It could be anyone or anything that the pillow salesman has whispered in DJT's ear. Things are not normal over there and logic has moved to a parallel universe!

Careful. don't over think this. DJT is more about himself than anything else. As one response to the tweet says:

"Wow what an amazing coincidence that there's an unreported scientific breakthrough on the Sunday before the RNC right before Biden's big prime time interview, amazing".

So.... it is just as likely to be total hogwash (american expression!) and simply an attempt to distract from Biden's interview.

Personally I expect nothing of substance - would love to be surprised, though.
