I am still struggling a bit here, sorry. I'm probably barking up wrong tree.
Please Just focus on the 10% rule for now.
Keeping to this rule , a maximum of only 10% of any award available on year one can be made. That's 5% on sanction, and 5% on award apparently ,if you read point 45 on link below on how the grant funding from central gov. increases each year on targets met, form 23 to 25/26.

The Indian central government awarded PVVNL the award / grant for over 6 million smart meters , with conditions.
PVVNL have awarded IntelliSmart this 6 m tender in full, in principal and dependent on them meeting certain targets in year 2024 and later in 25, and maybe 26.
IntelliSmart have now awarded their first tranche, which has to be a maximum of 10% to Cyan as sub contractor . This is 600, 000 units which is approx. 10% of 6.7m .
It is a gigantic coincidence that this arbitrary 10% rule, decided by the Revamped Distribution Sector Scheme ages ago, happens to be exactly the quantity that PVVNL require.
IntelliSmart and PVVNL have just used their entire first allocation, and are now unable to award any more contracts until this existing 600, 000 have met the targets set by the central government.
It is only if these targets are met successfully, that they will get the phase II , a further 20% of the grant released , and so forth until the allocation of the 6 million plus smart meters are installed, and targets met.
As Investors, we do not know how many of the total 6m meters will be allocated to Cyan, but it would be an amazing coincidence that it just so happened to match the full initial 10%, devised by the central government, and included in the revamped RVSS - long before this award was even advertised.
makes me think that there will be more to come.
