Amazingly, If i scroll down to only those tenders with a due date of 2023 there are one hundred and forty eight tenders released - all for AMI .

Most are similar wording to this one .

This web site paints a very rosy picture ! Looking at these SIXTY service provider tenders for ami prepaid smart meter providers you cant help think about what opportunities may present themselves sometime later this year for Cyan, especially as the latest end date for submission for this batch is only July 6th and the earliest was April 2023.

Ever since i first invested in CC, around 2011 the narrative here has been that CC will be big in India !

That was 12 years ago - so you have to forgive the market for being cautious after so many false dawns, and disappointments.

I think at present their is now a period of transition, hopefully. At present there remains a mismatch in perception, trust, whatever you wish to call it, between CCs rather poor history in closing deals, ( obviously improving by the month now) with what is increasingly looking like the real deal, fantastic new phase of massive growth opening up in India.

I think it will take a few more decent tender wins in India to persuade the market that CC are now in the money, with plenty more to come over next few years in India, and elsewhere.

I also think ( because, i am confused, and I believe the average investor will also be ) that due to the nature of the extended tender timelines, start dates, spit between upfront payments and maintenance contract revenues etc ) how the revenues will look this year and in following years - as things stand now, and not including any new awards CC receive in future.

I'm not sure if anyone has an up to date guesstimate of likely revenue for this year.

Where are we at present? Could we exceed this?

I am still struggling a bit here, sorry. I'm probably barking up wrong tree.

Please Just focus on the 10% rule for now.

Keeping to this rule , a maximum of only 10% of any award available on year one can be made. That's 5% on sanction, and 5% on award apparently ,if you read point 45 on link below on how the grant funding from central gov. increases each year on targets met, form 23 to 25/26.

The Indian central government awarded PVVNL the award / grant for over 6 million smart meters , with conditions.

PVVNL have awarded IntelliSmart this 6 m tender in full, in principal and dependent on them meeting certain targets in year 2024 and later in 25, and maybe 26.

IntelliSmart have now awarded their first tranche, which has to be a maximum of 10% to Cyan as sub contractor . This is 600, 000 units which is approx. 10% of 6.7m .

It is a gigantic coincidence that this arbitrary 10% rule, decided by the Revamped Distribution Sector Scheme ages ago, happens to be exactly the quantity that PVVNL require.

IntelliSmart and PVVNL have just used their entire first allocation, and are now unable to award any more contracts until this existing 600, 000 have met the targets set by the central government.

It is only if these targets are met successfully, that they will get the phase II , a further 20% of the grant released , and so forth until the allocation of the 6 million plus smart meters are installed, and targets met.

As Investors, we do not know how many of the total 6m meters will be allocated to Cyan, but it would be an amazing coincidence that it just so happened to match the full initial 10%, devised by the central government, and included in the revamped RVSS - long before this award was even advertised.

makes me think that there will be more to come.

These reports are not easy for me to understand, and sometimes seem to be vague, so i agree it is not clear what specifically the 10% refers too, meters or monetary value. However, the 10% rule is there . Cyan have been awarded 600,000 modules out of a possible 6.7 million meters opportunity.

In this case and in this specific award, maybe it just so happens to be a coincidence that the first award was for approx. 10% of the possible total award available.

The test of this, we would need to see if any other awards which follow, or any others you know about previously have followed a similar path of approx. 10% awarded first. As all awards should be treated, or distributed in each different tender, in a similar way, you would think.

If the 10% rule is just coincidence and my theory is incorrect then this brings up another question what will happen, and where will the remaining 6 million plus prepaid smart meters be awarded, and why to date are these 6 million meters not awarded to another company, as time is important here, so why the delay ? .....Why where Cyan allocated so fast? maybe they will soon be allocated to another company, but the longer the wait IMO the more likely its just the first tranche to Cyan that has been made.

As always we will have to wait i guess.

This i think may be a long shot but those here more experienced may be able to correct me, please do.

You will need to read the link below from 7th March 2022 regarding the funding for roll out from REC and PFC.

the dates are obviously delayed by a quarter or more.

It does state that "According to sources, the funds will be disbursed in the form of ad hoc 10% of grant from the central government, while the rest of the disbursal will depend on the discoms concerned fulfilling various conditions under the scheme"...and goes on later "States like Uttar Pradesh, Andhra Pradesh, Himachal, Kerala, Assam, Meghalaya, and Uttarakhand have been the frontrunners in planning their operational and financial reforms under the scheme."

And again later " only 10% of the estimated grant funds from government of India shall be disbursed. All subsequent releases of grant shall be released only after achieving the targets specified under the discom’s agreed reforms-based result evaluation,” the REC official said."

Is it possible that the recent 600,000 award to CC from Intellismart for Uttar Pradesh is just that, the first 10 % tranche of the full 6 million meter award , the rest, or further awards could be "disbursed" to CC once the first tranche meet the various conditions under the schemer.

I tried to read the RDSS document and began to get a head ache, trying to understand all the terms, conditions and penalties etc.

What i need is someone to interpret this information into plain English.

It looks like the All India Smart Metering Status board was updated on 2nd June 23.

Am i reading the numbers correctly It states that the current total consumer smart meters sanctioned is 22,98,73,281, the total smart meters awarded is 3,65,07,877, and the total smart meters deployed is 64,21,465.

I make this 229 million plus meters sanctioned and 36 m plus awarded, along with 6 million meters deployed.

If this is correct then only another 10% required to be sanctioned.
