The key point here is . No trade should fail to settle on settlement day due to lack of stock. As buying rules still apply. It just requires a properly run back office with the fca monitoring the situation. There is also counterparty risk requirement for a regulatory firm where they need to put up collateral on all positions which have not settled. For example a million pound trade which didn't settle on settlement day would require the broker to put collateral up of three quarters that amount by t 5 past settlement day.. These are rough figures, but hopefully it has given people an idea.
