I believe Tremor indicated, by RNS, (Final Results) on 31st March 2020, that they were still open to making an appropriate acquisition, if it should present itself:
"our strong cash position gives us the flexibility to continue to evaluate select strategic acquisitions which continues to form an important part of our growth strategy. "
We will, of course, only ever learn whether a merger takeover is truly on the table after it is published.

I mainly agree with your first paragraph.
However, Tremor have expressed themselves to believe that the purchases of RTHM (including Yume) and Unruly, were all game-changers, but RTHM probably sang praises for its own acquisitions at the time.
On the other hand most of Facebook's acquisitions have primarily been "talent acquisitions" and acquired products are often shut-down. Or so said their CEO, Mark Sugarmountain.
I believe Tremor are already delivering investor value in multiple buybacks alone.

So now we're shopping!

Indeed if you can work up from winning the best stall in the market-place then you are in with a chance.
To win the best stall you first have to know the market and the competition and how to gain the best advantage.
If you are in the wrong place then you will lose out regardless.

Tremor have been with LG for a while.
Publica is a very small company with only a handful of employees.

With reference to Tremor's 4 November 2020 request, as per their latest RNS.
The Israeli court may or may not authorize Tremor to distribute a dividend and/or to repurchase up to a further $20 million of its Ordinary Shares, should the Company elect to do so.
Does it really matter either way, if approval is granted or not?

I think you are right eagle, it is the opposite to what I suggested,

A buyback changes the enterprise value of the company by reducing the company’s cash.
Paying out a dividend also reduces market capitalization for much the same reason.
When you pay a dividend, the market cap reduces because the share price reduces.

Off the top of my head we would be too small to be on the FTSE 100 or FTSE 250 listings.
Anything below that would be small-cap, between 351 - 619, and we would probably still be too small to qualify.
Any company too small to be listed on the 'all-share' index (all of the above) would be listed under the 'fledgling index'.
Typically all these indexes are ranked by the total market value (capitalization-weighting) of their outstanding shares.
This will fluctuate daily and rankings will change accordingly.
With Tremor repeatedly buying its own shares, you would perhaps reason that less shares in circulation, a smaller pool, would logically increase the value of its remaining shares, but it doesn't seem to work like that.
If that was fail-safe then companies on any listing would be doing the same vying for a higher ranking and hence visibility to investors.

The absence of a U.S. listing is surely why Stifel have been brought in (as joint brokers with Finn-cap) in order to assist the Company in broadening its investor base across North America.
TTD and Magnite, et al. are Nasdaq-listed and benefiting accordingly.

The founding fathers decided, nearly 200 years ago, that the election of a president should not be decided on the popular vote alone.

So, Tremor is filing a motion with the Israeli court in seeking to ensure it has the flexibility to continue the programme of share buybacks, if and when it decides to do so.
Perhaps the bit about a dividend at the same time potentially crosses a grey area in association with the process.
Or it needs court approval to amend its own 'articles'.
Tremor is buying back using its own profits and therefore does not need to seek creditor approval.
If it has other liabilities it would behave in a prudent manner, no doubt.
Whatever the truth of the matter, Tremor must have been advised to seek approval.

There will be demands for recounts, that is for sure.

As for narrow difference now between the two main U.S. parties hoping to declare victory, I hope this one does not end up in the Supreme Court.
Remember the Bush vs Gore vote where the counting of 'hanging chads' had to be decided in court to determine a majority of votes in the Electoral College and victory in the presidential election.

Coronavirus is still spreading; therefore, it is too early to discuss different success stories and to claim that any country could ultimately beat COVID-19. Furthermore, as the outbreak started at different points in time in different countries, with different populations, comparing them is very difficult.
Also, for better or for worse, there is always the party-political angle, as with the NHS failures being apportioned to political failures.
Removing such matters from outside of the control of political influence would be helpful, but this is never going to happen.

I cite the stance of our own Boris, refusing to act on the advice of his 'Sage Group', namely that a lock-down in late September, when Coronavirus levels were quite low, would probably have been extremely helpful in suppressing the spread of Covid infections, country-wide.
Boris cited likely damage to business if he acted and chose to override the advice.
Now we face a 4 week period of lock-down, and perhaps an extension thereafter.
The flu typically peaks in winter time, going off past experience, so a chance was lost to restrict infection spread when the virus levels were much lower.
In short the flu (covid or otherwise) has a life-cycle of its own, and we are acting too late in the season, shutting the stable door after the horse has bolted.
Policy and power are meaningless without an understanding of what threat is being faced and how to deal with it.
