'For this project it is unbelievable and unthinkable that they do not have a spare rope'
Ships carry spares that are necessary to keep a safe ship and allow it to keep running as legislated under the rules of the Classification Society they are registered with. These would include, but not necessarily limited to; Spare propeller, cylinder head, piston and con rod, anchor, down to onboard regular maintenance kits. Usually specialist pieces of kit that aren't easily available at ports from ship services. Generally volume pieces of kit are in stock on shore and immediately available (Things do go wrong however).
This infers that this wire rope is generally available at ship services or manufacturers and wouldn't be carried as an onboard spare (If that is the case).
