In a static state the downward pull will be constant. Any dynamics can considerably increase the load.
Any heave will considerably increase the load on the rope as the inertia load of the total buoy and gear will be added due to its upward acceleration (the boat accelerates upwards, the buoy wants to stay where it is). Add to that the effect of the weight of the water shedding off the flat surfaces of the buoy.
We do not know the upward acceleration (unless there were accelerometers fitted to the buoy - which there won't be) but as a guessed example 1/10G would add 10% to the weight of the buoy and gear (say 1500T times 0.1= 150T). Fibre ropes stretch considerably more than steel rope and would reduce the acceleration effect from the boat heave which may be why a fibre rope has been used (Has fibre been confirmed?). The strain energy in the rope is fluctuating as the boat and buoy oppose each other, probably too slowly for any harmonic effects to influence the load.
Now we can see why at the start enormous loads are lifted very, very slowly. Strain energy is very slowly added to the ropes to avoid the load 'bouncing' hanging from 100s of metres of rope.

If the animation is correct, and as I thought, the bouy is stil partially bouyant, ie 'floating' below the ships water ine, near to its final lifting position. It's the last little bit of lift to its final position that is the highest load on the pull in rope. That last bit will also be subject to dynamic loads from the heave of the ship.
How much of the bouy is bouyant in its final locked in position?
A good reason for ballasting the vessel as much as practical to reduce the final pull loads.

Usually specialist pieces of kit that aren't easily available at ports from ship services. Generally volume pieces of kit are in stock on shore and immediately available (Things do go wrong however).
This infers that this wire rope is generally available at ship services or manufacturers and wouldn't be carried as an onboard spare (If that is the case).
