CFO – Project Finance and Non-Dilutive Funding Expert
The CFO role is critical at this stage. HE1 needs a true project finance architect, capable of structuring non-dilutive debt and off-take funding against 2P reserves, and engaging international lenders at FID level.
A profile such as Guy Young, CFO of Endeavour Mining and former Anglo American executive, fits this requirement: deep African project finance experience, capital markets credibility, and a focus on funding strategy rather than dilution. Experience with institutions such as Afreximbank would be a major advantage.
NED – Tanzanian Government and Regulatory Expertise
HE1 also needs senior, trusted representation with deep knowledge of Tanzania’s minerals framework. This role should accelerate permitting, strengthen government relationships, and maximise local content and incentive structures.
An executive with experience comparable to former senior officials within the Tanzanian Ministry of Minerals would be invaluable at this stage, where regulatory execution directly impacts value.
NED – Technical and Reservoir Strategy Depth
A technically strong Non-Executive Director is essential to guide reservoir management and long-term helium recovery strategy.
Someone like Alan Dowokpor, with over 30 years of upstream exploration and production experience across Africa at BP, Tullow Oil, and BW Energy, brings the depth required to maximise recovery rates and design a robust, de-risked production strategy.
