Its about American industry or more appropriately their lobbyists wanting to keep foreign competition in its place. Delay is their usual ploy. However it does not mean a US competitor couldn't gobble them up meantime. Its all politics, look what they did to VW, BP and our banks.

Can I presume that their license allows for 24/7 pumping? If so then 1100 barrels at say 200 barrels per tanker would mean around 4 hrs per tanker fill which seems slow. I would have thought that 1800 barrels in 8 tankers would be achievable even allowing for change over/ discharge. Do you ever see a tanker at your supermarket stay for three hours ?
