A common term used in facilities management is statutory compliance. In layman's terms, these are works that have to be undertaken to ensure safe operation of a facility, be that monitoring, inspections, testing etc and any remedial works followed up. I experienced in my working life organisations that compromised such compliance work partly due to budgets but largely due to ignorance. Another concern was lack of auditing whereby 'you can get away with it' until something happens and then it is all about blame! Worst culprits were Local Authorities who tend to self-audit and are unlikely to highlight works that will incur considerable costs. More stringent auditing to ensure compliance will force their hand, coupled with better awareness training for Building Managers, School Governors, Hospital Boards etc. It won't change overnight but Covid 19 will certainly shake a few people up. Interesting to find out how many organisations have re-visited their Water Management Strategy (Legionella Risk Assesment being one aspect) as a result of world events, and how they plan to re-open/recommission buildings.
