If you can’t carry it over your shoulder with ease it is NOT hand luggage and belongs in the hold and should be charged appropriately. Additionally wheelie bags cause chaos for others when walking from plane to passport control. Can I recommend a Kipling bag which can be easily squished below seat in front :)
