I would tend to lean more towards Taverham dates expected date of July than April.
While I am not familiar with the gas processing, I would imagine the Skids will hold up the completion & commissioning of process side of things.. ancillary Civil and M&E can still proceed if required
Based on previous experience outlined below from an oil terminal commissioning, I imagine gas will have to go through a similar sort of commissioning process. given skids may be delayed until end of April, assume completion of the installations by mid May and allow 4 weeks minimum for commissioning I think mid June to July is probably realistic
Basis for my 4 week minimum commissioning period prediction.
Many years ago I was involved in the commissioning of an Oil terminal which was filled by pumping directly from the ship on the docks to the terminal. From Memory there was at least 4 weeks spent commissioning the site after all other works were complete. We brought in a small amount of Oil (relative to the terminal capacity) to circulate around the system to test everything. Fuel was Pumped through pipe from the dock to tanks, from each tank to each stand and each of the offloaders to the lorries tested & pressures adjusted. All alarms were artificially triggered with fuel to test & ensure fail safes worked and fire fighting equipment worked. there was a entire day dedicated to familiarizing the local fire bridge with the site, use of the fire fighting equipment, dry run of the fire fighting plan in the event of an emergency. All the major civils works to the terminal & pressure testing of vessels & pipework were complete in advance of commissioning process starting..
As i said above, all in my opinion and Gas commissioning may not be the same as oil.
