SGbaby, as I interpret it, obviously, an interim government is set up to manage a country during a time of change, and to organise new elections. Its main jobs are to keep the country running smoothly, maintain order, prepare for the next steps, as well as organising new elections, it can however make new laws, as well as I believe agree to loans with other countries, but while it may have the power to do this and negotiate and sign loans, those agreements can sometimes be questioned later by a new, permanent government and can therefore be changed when it comes to power..
