placing prices are not always hit, if those institutions hold for bigger returns you will not have a flood of shares entering the market overwhelming supply above demand.
there are two forces at play here, the SP hitting 0.25p is dependent on existing shareholders getting nervous and bailing out.
or the placing investors offloading the new shares for an immediate profit.
both of these scenarios may or may not come to fruition. But I know that if it hits 0.25p I will be buying, at the same time I fully would not be surprised if it doesn't realise the 0.25p or lower that some people here think is a guarantee, maybe they are just trying to convince existing shareholders to panic and walk away to help the SP on its way.
