Shares held in name, anybody using a nominee account (most PI's) have to vote via their broker. Brokers only bother voting if they get a decent number of requests from their members.

How many people here registered their vote with their nominee account holder ? IG and HL get one vote per nominee account and vote the whole holding in the direction of the overall customer preference. The turn out suggests that neither IG or HL voted because not enough customers asked them too.
