My understanding was that PMO's, time frame was down to the time it took to carryout their due diligence, you don't spent 23 million on a wim! That said raises an obvious question.

cws12 there are quite a number of new members who must have either done a lot of in-depth research, based on the knowledge base they allude to, or possibly they have reregistered under a different name.
