If we assume that the contract was awarded (and the key is the date the supplier is told they are going to get a contract - not the day they sign it) on 10 February, the day before the RNS, then the Contact Award Notice should be published by:
- 2 March (if the process was not subject to a standstill period*)
- 12 March (if the process was subject to a standstill period**)
* Normally standstill periods will only apply where the procurement was subject to a competitive process - which this wasn't (that we can tell).
** If there is a challenge raised during standstill, then publication of the Contract Award Notice may be delayed whilst the challenge is sorted.
As I've said before, I wouldn't read anything in to a CAN not being published within the timeframes given above. We know DHSC are repeatedly failing to publish CAN in line with their legal obligations. CANs also have to be published by the purchaser (i.e. DHSC) - not by the supplier.
