There's been another big dump of Contract Award Notices today from a number of government departments... many of them are repeats of previous CANs. But some of them are relating to contract awarded a year ago.

"Nasopharyngeal" is the bit right at the back of the nose.
"Oropharyngeal" is the bit right at the back of the throat, around the tonsils.
"Anterior nares" is the bit at the beginning of the nostrils
"Mid-turbinate" is basically the middle of the nasal passage.

What they're looking to do is making the method of collecting the sample less invasive and uncomfortable for those being swabbed. At present, most tests involve nasopharyngeal or oropharyngeal swabs which aren't very nice or easy to do... particularly for children or if you can't control your gag reflex.

The current UK developers will be able to adapt their tests to these sample types.

I do this stuff for a living... I can quote chapter and verse.

The 'Publication of Central Government Tenders and Contracts' guidance (see paragraph 9.1 and the footnote thereto) and the Public Contract Regulations 2015 (see Regulation 50(1)) are clear that it's calendar days.

Actually, it's the other way round. The default is calendar days unless it is specifically noted as working days (in which case you would normally expect 'working days' to be defined within the relevant legislation and/or contract). This is because (as actually happens with the Public Contracts Regulations 2015) both interpretations can be used in separate parts of the same legislation/contract.

Just to be a little pedantic, it is 20 or 30 calendar days - not 20 or 30 working days.

If we assume that the contract was awarded (and the key is the date the supplier is told they are going to get a contract - not the day they sign it) on 10 February, the day before the RNS, then the Contact Award Notice should be published by:

- 2 March (if the process was not subject to a standstill period*)
- 12 March (if the process was subject to a standstill period**)

* Normally standstill periods will only apply where the procurement was subject to a competitive process - which this wasn't (that we can tell).

** If there is a challenge raised during standstill, then publication of the Contract Award Notice may be delayed whilst the challenge is sorted.

As I've said before, I wouldn't read anything in to a CAN not being published within the timeframes given above. We know DHSC are repeatedly failing to publish CAN in line with their legal obligations. CANs also have to be published by the purchaser (i.e. DHSC) - not by the supplier.
