As regards Fleet, I've always believed it would be used in conjunction with insurance. The large fleets, at least historically, used to put out to tender to insurers who amongst other things the number of at fault accidents and their cost (as is central to how all insurers set their rates) would dictate the cost.
At least as far as large fleet is concerned, Guardian is very likely to reduce the cost of installing the equipment to such an extent that it's a win win for insurers, Fleet operators, lorry drivers and the public vis a vis lower premiums, accidents, costs, injuries and fatalities. And that's before taking into account any other societal costs.
The only mystery to me is how long it's taken to start to gain traction.
