They aren't at the moment, but that doesn't mean they wont be in the future, 10,20, 50 years ? China are also now pals with the Argies and could start supplying them with military hardware. We have seen how affective modern missiles can be in the Ukraine. The Argies could easily become a military threat in a few years of China supplying them in return for their support for Chinas claim for Taiwan.

The UK Gov must make SL happen for FIs future, hopefully they are working the Israelis and even mossad to get the money sorted for this to happen. They may not be able to publicly support the funding, but there are many ways to skin a cat and some shady state action in the shadows could well be needed.

I expected 12-15p on the last RNS and perhaps a slow tick upwards as the news was digested. Nativas have put their neck out on this, but also have driven a hard bargain. They have picked up an asset for nothing really, ~$1billion spent on FI Oil and they picked it up for free. Very much like their other asset that is now in motion. But, their is still no cash for SL at the moment, its just words and intent, think this could move pretty quickly if the money is sorted though.
