Hoffy, it is regular practice that a JORC would be completed by an external independent company, however, Craig Harvey is suitably qualified (although some could question his independence)and as an employee, undoubtedly cheaper.
The JORC (which VAST have still not published in full, why??) only documents a 3-4 year mine life - with the confidence level of the assumptions in the report being moderate- Google the difference between proven(normally only in a working mine with proven production history), measured (which has a high level of confidence in accuracy- which also therefore is more reliable to ascribe value) and inferred and indicated which are what the 29th Oct JORC comprises
Nearly every other mining company goes through a process of building the level of confidence in their resources before they try to build a mine ( and many still fail at that point) - APs strategy has been almost the exact opposite (not totally illogical as Baita had/has most of the infrastructure already in place) , which if VAST had enough cash to get them through to sustainable production and the BoDs assumptions about what's profitably mineable, are correct, that could work - however, any external finance needs more than 'trust me, I know what's down there)
