They have been stuck in their own single minded trench for decades, even they now have

to realise, to complete their own TL Strategic Development Plan (SDP) 2011-2030 and the

since added major Northern Metinaro project (all hydrocarbon IMPORTS) they have to now

work with the industry (or get China BRI in)

SDP - to be funded by oil and gas profits (SPWF) to develop all social and sectors development

Agriculture, Tourism, etc, etc, looking at a TL AFTER oil and gas.

SPWF - Principally grew from revenues from Buffalo/Kitan oil fields , long depleted and Bayu-Undan

Gas - Darwin (2005-2023 Q1) main reservoir long depleted, running on drilled offset reserves, until

wind down earlier this year, for conversion to Carbon/waste storage.

Metinaro - Due to pandemic and raging weather in recent years, all fuel sources, not just Gas/LNG

to be directed to the P.I.T. petroleum IMPORT terminal. This was all stripped away from co-location

at Beaco with the Gas/LNG EXPORT terminals.

Announced in Parliament around 2 years ago, Metinaro near the capital Dili would support all the

Islands needs for at least 90 days, in the event of future disasters. This included the Gas/LNG imports

terminal and a large tank farm (90 days+ capacity), it was also announced, the 3 on Island power

stations, are to be converted from diesel to Gas, which would save them millions per annum. All to

be completed by 2025.......

Be pretty stupid , even for Gusmao & Horta, not to go with its own gas resources, as external imports

would cost more, with Sunrise and Troubadour (G.S.) set in Beaco concrete as far as they are concerned

and it if/when ever built, scheduled for , last tenders by 2030
