being built facilities, TL Gov (noc did not exist yet) customers in place for all the gas
SPIKED by Politicians Gusmao in power att - all can wait for his Tasi Mane project
Fast forwards 7/8 years, still no takers , Beaco , no movement, turned down by all
Chinese BRI , the Majors, who got the generous offer to pay for build and run Beaco
at just about break even/less after , Gusmao's gov higher license fees and taxation
(reduced since to support the bid round)
Shell now having FLNG ships built in Korea, first one designated for G.S , applied and
this time Horta in the chair also gave a big fat NO, we want Beaco, keep waiting.
Enough was enough, so announced they were leaving at this time, Chuditch was moved
on to Mitra , still under its Australian license, finally escaped when a LOAN of us $650m
made from the Island SPWF to now existing noc Timor Gap to take Shell and Conoco
Phillips 56% of Sunrise , which had been and remains mothballed , care and maint, since
2004, the Majors having spent over $400m developing it.
At time of the 2 refusals the Island held ZERO % of the project, just territorial rights and
the ability to keep saying NO.
Since taking the largest portion of G.S , have double standard stated many times, as the
biggest holder , the rest of the JV should do as we want , unlike the NO's to all when
having zero themselves...
Likewise to bolster the 2 1/2 year epic failure bid round, they at the conference, made
this statement, obviously still not believed by the Industry

Kelp discovered by Mobil (exxon) in the same year 1998 as Shell discovery drilled Chuditch
also departed and Kelp has remained without an operator or license ever since.......
Its initial figures by Mobil up to 14.5 TCF, which is as big as now depleted Bayu , Sunrise
and Chuditch put together....... 😲
Now tell me again why we and others have waited 20+ years to explore the area and drain
the giants already known about....... massive fields require massive pockets and they all
departed due to the Politicians failure to respect their PSC's and let them produce.
Mitra also planned to FLNG/FPSO Chuditch under the Australian license , it to disappeared
into the ether........... never to be heard of again, until Nov 2019 when NON TENDER awarded
under a new Timor Leste license to Sunagas , for services rendered 😉
