Only 4 choices, if Beaco to be built, they have said for many years can not fund
it themselves and destroy the Timor spwf (fund) so will have to have assistance.
1) Australia Government support to Timor and perhaps Woodside or
other Australian companies. If Woodside won't pony up initial funding.
They have said under multiple ceo's , happy to conduct the offshore operations
might still agree to Beaco, but retain that stance, you can have it but its yours
to fund and build.
2) China BRI funding and CNOOC/Other state oil and gas companies in play
BRI annual budget in the TRILLIONS, so a few billion for Beaco etc petty cash.
3) Multi Major consortium, several known in the area in play
ENI/Santos/Korea , Shell/Conoco(usa sales as before) , Japan/Woodside MOU etc
4) Horta has gone cap in hand to the UN and Middle East, in addition to those
mentioned above, can not rule out a bite from elsewhere, or its now ASEAN neighbour
Indonesia, Indonesian PM forced through the provisional membership, turning several
votes himself, has also met Horta three times since he became PM, saying plans to do
more for Timor and mentioned large infrastructure projects, after signing off several
other new MOU's for various sectors.
Be nice to see early progress but its not essential to our immediate future, if an
offer waiting in the wings from data room chats this past 18 months, results in a
JV/Sale long before their new studies and decision arrive. GLA
