I have researched this story quite a lot since it was posted, there is nothing I can find which links ARSO to it, what I think is happening here is the local municipal leader and some tree huggers are trying to prevent the stimulation permits. They use all the same reasoning to argue there point as they used against the IPPC, it's a stupid agenda which I don't think is being taken up by the majority of Slovinians.
Time will tell as always in these cases, I hope ARSO shows some teeth this time and tell them to go forth, which it should.

There were a few gone this moring, I'm sure if LSE were losing money on a daily basis they would fix this site.

You almost got things right but the last part is incorrect, CH has said he would want to do any more placings, at the AGM just 2 weeks ago, the option to do that was voted down by shareholders.So not only can it not be done and as the company is making more profit than is needed to keep the lights on, your point is pointless and misleading.
