It’s written into the Ukrainian constitution that there can be no surrender of land without a referendum requiring a 75% yes vote to change the constitution. Any settlement has to meet the requirements . A referendum has to be held with the outcome binding. If the outcome is a yes in respect of surrender of land then Zelenskyy will have the constitutional right to negotiate. If the outcome is less than 75% in favour of constitutional change then any negotiations cannot include surrender of land.
