I have worked with Senior Civil Servants delivering projects for the Treasury; you do not get the best people to work for you or the best out of the people working for you if you are aggressive to them. One of the good things about the Civil Service, especially at Senior Levels, is that the people have diverse points of view and that they generally come up with better solutions when they collaborate rather than follow a domineering leader.

At that level they follow Prince 2 Project Management and other delivery methods; none would recommend bullying.

Yes - you need a salt layer on the outside of the mask and a low PH level on the inside of the mask. Salt dehydrates airborne particles and a mildly acidic substance breaks down the fat solution around an individual virus particle. Not 100 percent effective but better than nothing.
