I have worked with Senior Civil Servants delivering projects for the Treasury; you do not get the best people to work for you or the best out of the people working for you if you are aggressive to them. One of the good things about the Civil Service, especially at Senior Levels, is that the people have diverse points of view and that they generally come up with better solutions when they collaborate rather than follow a domineering leader.
At that level they follow Prince 2 Project Management and other delivery methods; none would recommend bullying.
